Abstract

Trans Metro Dewata (TMD) is a public transportation service in Bali launched in 2020 under a central government subsidy scheme. The service plays a vital role in reducing transportation costs, minimizing private vehicle use, and supporting local economic and tourism connectivity. However, the termination of central subsidies in January 2025 led to a service suspension of over four months due to the lack of preparedness in local government funding. This study aims to evaluate internal and external factors affecting the sustainability of TMD after subsidy termination, identify its strategic position using the SWOT matrix, and formulate adaptive sustainability strategies. This research employed a descriptive qualitative method using a SWOT analysis framework through document review, field observation, and interviews. The findings indicate that TMD is positioned in Quadrant III—high external opportunities but constrained by internal weaknesses. Recommended strategies include improving infrastructure, developing inclusive payment systems, strengthening institutional governance through regional public service bodies (BLUD), and promoting multi-stakeholder partnerships. This study contributes to the academic discourse by addressing the institutional readiness of local governments in managing post-subsidy public transportation, while offering practical policy recommendations for regional transport sustainability models.
