Abstract

School transport services are one of the local government's efforts to support safe and affordable student mobility. However, the increasing number of passengers during school operating hours has the potential to create an imbalance between fleet capacity and service demand. This study aims to evaluate the operational performance and analyze the fleet unit requirements of school transport services in Kediri City. A descriptive quantitative approach was employed with data collection through static and dynamic surveys for one week during morning and afternoon operating hours. The performance indicators evaluated included load factor, travel speed, and travel time, followed by fleet demand analysis based on actual demand and vehicle operating cost calculations. The results showed that the load factor values on all routes exceeded 100% with the highest peak reaching 173%, indicating overload and a mismatch between fleet capacity and passenger demand. Meanwhile, travel speed and travel time still met the established operational standards. Fleet demand analysis recommended additional units with varying numbers depending on vehicle type, ranging from 9 to 13 units for small-capacity fleets or 3 units for large-capacity fleets. Vehicle operating cost analysis showed the highest cost per kilometer for the Hino XZU730R medium bus at Rp131,512 and the lowest for the Grand Max at Rp12,426, which formed the basis for fare and subsidy calculations. This study implies that improving service performance requires a balance between vehicle capacity, number of fleets, and regional financing capacity.
