Implementation Planning of Multi Lane Free Flow (MLFF) on Waru – Juanda Airport Toll Road

Traffic congestion at the Waru – Juanda Toll Gate is a major problem in transportation management. The increasing vehicle volume necessitates the optimization of toll transaction systems. Multi Lane Free Flow (MLFF) offers a no-stop toll payment solution to enhance traffic flow efficiency. This study aims to assess the readiness of MLFF implementation on the Waru – Juanda Toll Road. The research method involves literature studies, interviews, and qualitative analysis. The results show that MLFF can eliminate toll gate congestion, increase travel speed, and reduce pollution. However, challenges remain, such as infrastructure readiness, user discipline, and revenue loss risks. Proposed solutions include the use of GNSS technology, user education campaigns, and law enforcement through gantry cameras. With the right strategy, MLFF implementation is expected to significantly enhance toll road services.
