Risk Zone: Identification And Mitigation Of Accident-Prone Areas On The Waru-Juanda Toll Road Using A Multianalysis Approach

The Waru–Juanda Toll Road is a crucial route connecting Surabaya City to Juanda International Airport. Due to the high traffic volume, the risk of accidents along this toll road has become a major concern in efforts to improve road safety. This study aims to analyze the contributing factors of accidents, identify accident-prone locations, and provide mitigation strategies to reduce the accident rate. The research employs several methods, including quality control statistical analysis using the Upper Control Limit (UCL) approach, regression analysis to examine the relationship between traffic volume and accident occurrences, and calculationsof Equivalent Accident Number (EAN), Z- Score, and Cussum to determine rankings of accident- prone locations. The data used consists of primary data obtained from field observations and secondary data sourced from accident records managed by PT Citra Margatama Surabaya. The findings indicate that single-vehicleaccidents are the most frequent type, primarily caused by driver negligence and excessive speed. The most accident-prone location is identified at KM 11+200, which records a higher accident rate compared to other segments. Additionally, while most road safety facilities comply with minimum service standards, some deficiencies remain, including damaged barriers and suboptimal lighting conditions. As a recommendation, several mitigation strategies can be implemented, including increased monitoring at accident-prone locations, installation of additional warning signs, optimization of the lighting system, and public awareness campaigns on safe driving practices.References
