Bus Rapid Transit Operational Safety Risk Evaluation Using ROADC Approach

Abstract

The high number of accidents in the Bus Rapid Transit (BRT) mass transportation system requires a systematic risk management approach to improve operational safety. This study aims to analyze and identify hazard factors and operational risk levels of the transbusway corridor 6H on the Lebak Bulus-Senen route, which recorded the 26 highest accident cases among 31 corridors. The Risk Opportunity Assessment and Determining Control (ROADC) method was used through a qualitative and semi-qualitative descriptive approach with three main stages: hazard identification, risk assessment, and risk control. The results identified 15 potential hazards distributed across three operational phases: 3 hazards before operation, 10 hazards during operation, and 2 hazards after operation. Before control, 10 potential hazards were categorized as medium to high and 2 were categorized as high. The implementation of control succeeded in reducing the risk to 9 hazards in the low to medium category, 5 in the medium category, and 1 in the low category, with total elimination of high risk. Heavy traffic conditions require the most comprehensive control including administrative, technical, and personal protective equipment aspects. The contribution given is in the form of strategic recommendations for evidence-based risk control to improve the operational safety of mass transportation systems.
