Abstract

Road Safety Inspection (IKJ) is a fundamental technical instrument for identifying potential hazards in road infrastructure before they result in casualties. This study aims to analyze the safety condition of infrastructure at hazardous curves in Kediri City based on IKJ referring to the 2014 Road Function Worthiness Implementation Guidelines, as well as to analyze the characteristics and patterns of accidents based on historical data. A quantitative descriptive approach was applied by integrating primary data from direct inspections at four hazardous curve segments on Jalan Imam Bonjol, Jalan Kapten Tendean, Jalan Ahmad Dahlan, and Jalan Letjen S Parman, along with secondary accident data for the 2020-2024 period from the Kediri City Resort Police. The results showed that Spiral-Circle-Spiral type curves with an angle greater than 30° dominated the accident locations, accounting for 67% of incidents, because the spiral transition creates an illusion of a gentle radius that encourages drivers to maintain high speed until they lose control. Infrastructure deficiencies are a systemic problem across all segments, including the finding of a critical sight distance of 23 meters, unhardened road shoulders, dangerous potholes, and a lack of speed limit and warning signs. The highest average operational speed of motorcycles reached 60.86 km/h, exceeding the design speed, while accident patterns were dominated by human error, exacerbated by unsupportive infrastructure conditions. This research contributes to the development of a holistic approach in road safety management that integrates geometric evaluation, infrastructure inspection, and road user behavior analysis as recommended in the 2014 Road Function Worthiness Guidelines
