Abstract

The Waru–Juanda Toll Road is one of the vital routes that connects the city of Surabaya with Juanda International Airport. However, this toll road, especially at KM 03 + 850, has a high rate of traffic accidents so it is identified as an accident-prone area (blackspot). This problem encourages the need for further studies to identify the causes and provide handling recommendations to improve traffic safety. This study aims to identify and analyze the factors that cause accidents at KM 03 + 850 Waru-Juanda Toll Road and provide recommendations for appropriate handling. The methods used in this study include the collection of primary data through field inspections and observation of infrastructure conditions, as well as secondary data from toll managers regarding accident data, vehicle speed, and road equipment. The analysis was carried out using the Equivalent Accident Number (EAN) and Upper Control Limit (UCL) methods to determine the level of accident vulnerability. The results of the analysis show that KM 03+850 has the highest number of accidents over the past three years, dominated by single accidents that occurred in sunny weather conditions, with the main factors causing accidents being driver negligence, non-ideal road geometry, and unsuitable vehicle conditions. The handling that has been carried out includes the installation of additional signs, street lighting, the installation of Variable Message Signs (VMS), and the implementation of speed cameras at strategic points. In conclusion, KM 03+850 is significantly classified as an accident-prone area that requires continuous handling efforts through traffic engineering approaches, surveillance technology, and increased awareness of road users to create safer traffic conditions.
